The Deputy First Minister Martin McGuinness says he knows that the British and Irish governments have been talking with so-called 'dissident' Republicans. A spokesperson for the Northern Ireland Office said you cannot have meaningful talks with people who are not committed to peaceful means of pursuing their goals. In Dublin, a spokesperson for the Department of Foreign Affairs said "it has never been our practice to speak to these people". So what exactly is going on?
